The State Committee of the Republic of Uzbekistan on Privatization, Demonopolization and Development of Competition hereby invites you to participate in the open competitive biddings related to the State-owned Stock Packages present at the Charter Funds of the following Joint-Stock Companies, subject to Sale to the Strategic Foreign Investors in accordance with the Resolution by President of the Republic of Uzbekistan dated April 28, 2015 PP-2340 “On Measures Aimed at Increase of the Share and Significance of the Private Ownership in the Economy”.
* Price for a single piece of a Stock is inducated in round figures
Sales of the State-owned Stock Packages of “NAVOIYAZOT” JSC and “QIZILQUMSEMENT” JSC will be performed via the Block-Trading Section of “Toshkent” Republican Stock Exchange JSC. Conclusion and registration of an agrrement on Sale-Purchase of t5he “INVESTSTROY” JSC’s Stocks will be performed in accordance with the order stipulated by the Russian Federation Legislation on the Securities.
The Investor’s Applications (Proposals) on purchase of the State-owned Stocks of “NAVOIYAZOT” JSC and “QIZILQUMSEMENT” JSC presented to the State Competition Committee and “Toshkent” Republican Stock Exchange JSC will be subject to consideration, in the established order, by the the State Commission for Conduct of Tender Sales at Sale of the State-owned Property to Foreign Investors. Competitive Bidding Proposals (applications) on purchase of the “INVESTSTROY” JSC’ Stocks will be received by (shall be presented to) the State Competition committee of the Republic of Uzbekistan.
Non-residents of the Republic of Uzbekistan may purchase the State-owned Stocks in way of paying for them in Free Convertible (Hard) Currency (US Dollars).
For purchase of the State-owned Stocks of “NAVOIYAZOT” JSC and “QIZILQUMSEMENT” JSC, a Buyer (a Broker of the Buyer) is obliged, not less than thirty minutes prior to the beginning of the Exchange Sales, to deposit at the Settlement and Clearing Chamber (SCC) of the “Toshkent” Republican Stock Exchange JSC, a pledge in form of the cash means in Free Convertible (Hard) Currency (US Dollars) at size of not less than 15 percent of the Initial Price of the desired State-owned Stocks into following bank account:
Bank Code: 00407, MAIN OPERATIONAL BRANCH OF NBU OF UZBEKISTAN, TASHKENT SWIFT CODE: NBFA UZ 2X, 20208840600598771014 (US Dollars).
In case of deposition of the cash means without indicating a (Buyer’s) Broker, a copy of the Commission Agreement shall be presented to the Seller or the Settlement and Clearing Chamber (SCC) of the “Toshkent” Republican Stock Exchange JSC.
Cash means deposited as a pledge will be taken into account at performance of the Purchase Payments to be done by a Winner of the Competitive Bidding for purchase of the State-owned Stocks.
For participation in a Competitive Bidding for purchase of the State-owned Stocks of “NAVOIYAZOT” JSC and “QIZILQUMSEMENT” JSC, an Applicant or his/her Authorized Representative shall present the Application to the Seller, i.e. State Competition Committee or to the Sales’ Organizer, i.e. “Toshkent” Republican Stock Exchange JSC. For participation in a Competitive Bidding for purchase of the State-owned Stocks of the “INVESTSTROY” JSC, belonging to the Republic of Uzbekistan, an Applicant or his/her Authorized Representative shall present the Application to the Seller, i.e. the State Competition Committee of the Republic of Uzbekistan.
Simultaneously, a Pretender or his / her Authorized Representative, in way of sending by a courier or by the post, shall present to the Seller – State Competition Committee, the Application on participation in a Competitive Bidding in two copies with the attachment of the following documents:
– for Non-State Legal Entities – a copy of the Certificate on the State Registration and the Power of Attorney formalized in the order established by the legislation, for participation in a Competitive Bidding of an Authorized Representative with the attachment of a copy of a document identifying his / her person;
– for Natural Persons – a copy of a passport, at participation in a Competitive Bidding of an Authorized Representative, also the Power of Attorney, formalized in the order established by the legislation with attachment of a copy of a document identifying his / her person;
– a copy of a payment document confirming deposition of the pledge money into the bank account indicated at the Announcement on an Open Competitive Bidding;
– two copies of the Competitive Bidding Proposals, composed in accordance with the Competitive Bidding’s Documentation, placed into the sealed envelopes and which shall include:
– proposed amount of the Purchase Payment and periods of its payment;
– proposed amount of the Investment Obligations, forms, periods and terms of their contribution (fulfillment);
– documents confirming the Financial Sustainability of a Pretender and (or) previously implemented Investment Projects at an according branch (if any).
At purchase of the State-owned Stocks constituting 35 and higher percent of the Charter Fund, a Pretender or its / his / her Authorized Representative shall present in advance or at the moment of opening the envelopes containing its / his / her Proposals, a preliminary consent of the State Competition Committee or a Territorial Body related to purchase the State-owned Stocks of a given Joint-Stock Company in cases established by the legislation.
All pages of the presented documents shall be verified by a seal and signature of a Pretender.
Before a date set for opening of the envelopes, a Pretender is entitled to call back its / his / her Application in way of presenting a written notification. In such a case, the pledge money deposited by a Pretender shall be subject to return in the same, as previously paid, currency, within a period of not later than five banking days since a date of registration of a received notification.
Acceptance of the Applications on participation in the Open Competitive Bidding will be started from March 16, 2016 and will end up three hours prior to each of the dates set for opening of the envelops indicated at the Announcement (Notification).
After the adoption of a decision by the State Tender Commission, the Seller, within a period not exceeding 20 (twenty) days shall conclude with the Winner a Sale-Purchase Agreement within periods indicated at the legal acts.
A Pretender, for the sake of taking a decision on purchase of the State-owned Stocks, is entitled to request and get from the Seller and the Issuer the necessary additional information, excluding the information, which due to its specificity is considered being the official or the commercial secret.
Competitive Biddings will be conducted during the following two monthes with the periodicity of once in each ten days.
Envelopes containing the first copies of the Competitive Bidding Propiosals will be opened on April 15, 2016, on 15:00 p.m. at the room 301 on the third floor of the building of the State Competition Committee of the Republic of Uzbekistan.
If by the abovementioned date, no Applications from Pretenders on purchase of the State-owned Stocks were received, the envelopes with Proposals received as a result of the consequent Competitive Biddings will be opened on April 29, May 16 and May 30, June 13 and 27, 2016, on 15:00 p.m. at the room 301 on the third floor of the building of the State Competition Committee of the Republic of Uzbekistan.

Senate will convene for a plenary session on 31 March
A session of the Council of the Senate of the Oliy Majlis of the Republic of Uzbekistan took place on 9 March 2016.
The Council adopted a resolution to convene the fifth plenary session of the Senate of the Oliy Majlis on 31 March 2016 in Tashkent.
Several draft laws, directed towards steady reforms and liberalization of all spheres of socio-political and socio-economic life of the country, including the laws “On parliamentary oversight”, “On accounting” (new edition), on amending some legislative acts, reports of some agencies and institutions of the country, as well as the members of the Commission of the Senate on oversight over prosecution bodies will be considered at the plenary session of the Senate.
Other issues under the competence of the Council of the Senate of the Oliy Majlis also were discussed at the session.
Relevant decisions on all discussed issues were adopted.

Month of Improvement and Greenery Planting in Tashkent
In accordance with the Resolution of the Cabinet of Ministers from March 4, 2016, Month of Improvement and Greenery Planting began in our country.
As part of the Month of Improvement and Greenery Planting, the Ecology Action held at the Culture and Recreation Park named after Abdulla Kadiri.
The event, organized by the State Committee of the Republic of Uzbekistan for Nature Protection, was attended by workers of this committee, artists, youth, and public representatives. In the framework of the Ecology Action, seedlings of fruit and decorative trees were planted in the park.
‘Our park covers twenty-two hectares,’ said the deputy director of the park Nodir Muhammadjonov. ‘After the renovation, conducted in recent years, separate areas had been designated for each region. It serves as a demonstration of varied culture of our people, bringing to the consciousness of the youth our national values, development of ecological tourism. Month of Improvement and Greenery Planting will contribute to strengthening the beauty of our park.’
According to the Tashkent City Committee for Nature Protection, it will be planted more than three hundred thousand seedlings of trees, shrubs and flowers in mahallas, in the squares and streets of the capital, areas of apartment buildings in March.

When Ancestors Speak…
The hundred-volume publication entitled “Karakalpak Folklore” (The Karakalpak Folklore) is to be continued. For the time being, seven new volumes are ready for publication. An Uzbekistan Today correspondent has talked about the details of the project with Director of the Research Institute of Humanities, the editor of “Karakalpak Folklory” Aitmurat Alniyazov.
“Mr. Alniyazov, has it been possible to further the goals set out by the scholars who worked under the project “Karakalpak Folklory?”
“With the attainment of national independence by Uzbekistan, the revival of spiritual values emerged as a challenge. Wide promotion and popularization of the best samples of the national culture should be the basis of spiritual fostering of the younger generation. Priceless samples of folklore are rather critical in furthering these goals. Inimitable in their beauty, these works of Karakalpak folk, collected piece by piece and recorded in the course of years by scientists of the Karakalpak branch of Uzbekistan’s Academy of Sciences, ought to have not remained in the stocks of the Fundamental Literature Library of the Karakalpak branch of the Academy of Sciences. Najim Davkaraev, Kally Ayymbetov, Orynbek Kozhurov were among the first to research into the artistic heritage of the Karakalpak people. Their endeavors were carried over by Kabyl Maksetov, Kyrkbai Bainiyazov, Artyk Karimov and many other scientists. We have created books that can be replicated without compromising the originals of records more than 50 years old. But scores of materials remain unpublished, thus the efforts are going to be carried on in the near future, with new volumes coming out.”
“What does the involvement in this project mean to you personally?”
“Folk poetry has such a useful effect on the people so that by meeting with her once one will remain in her captivity forever. In Kungrad district, where I come from, I first heard of the dastans (epic stories) about the strongman Alpamysh and the beauty Gulaim. The wisdom of ancestors, recorded in oral arts, nurtured the flavor and showed interest in science. Therefore, I am very pleased to take part in this project, to perpetuate the folklore whose works children will grow up on.”
“What makes the published compilation exceptional?”
“Of all the collections published ever on Karakalpak folklore this is the most complete one. The structure of the publication includes 66 dastans, 33 of which are published for the first time. Each dastan has been produced strictly in accordance with original manuscript, and the texts missing or edited in previous editions have been restored. Subsequent volumes incorporated other genres of folklore – myths and legends, fairy tales, lyrical songs, aityses, puzzles and signs, fun stories, winged words, jokes. In a word, a total of more than 15 genres have been included in here. Besides, these genres are living these days as well, both in the village and in the city. For the first time such small folklore genres have been introduced into science as algys (blessings), kargys (spell), yrymlar (signs), tyyymlar (bans), superstitions, folk songs, historical songs, lyrical ritual songs hauzhar, betashar and others. We tried not to miss anything from the rich folk heritage. The total volume of the collection amounted to about 650 printed sheets, that is, more than 5 thousand pages.”
“What difficulties have you guys had to overcome when dealing with the manuscripts?”
“Many of them were in need of restoration. It was necessary in part to restore those ‘corrections’ that publishers during repression years were forced to make. With the help of a magnifying glass, we have restored the words objectionable to Soviet authorities and crossed out in pencil. There were cases of perversion of notions. For example, the Eastern concept of samo (space, universe) turned into samal (wind) in the manuscripts. It was a difficult, painstaking work. But folklore texts preserved, so to speak, the author’s originality.
In the introduction to each volume we sought to cite information about the origins of the text being published, including versions and variants of historical and religious figures, storytellers and collectors. Also included in tomes, helpful are dictionaries of Arabic, ancient Turkic and Persian sayings, notions and terms of religious nature, geographical references – just over 5 thousand words and expressions.”
“In 2010, at the Moscow International Book Fair, the project was awarded the first place. The amount of work carried out has been grand, to be sure: several volumes were published within nine years. What’s next?”
“The efforts are to be continued. Initially we had planned to publish manuscripts in 100 volumes. However, it turned out that that is barely enough. In cooperation with Ilim Publishers, seven volumes have been written and submitted to the printing house.
In the future, we intend to release a compilation in small format in the form of anthologies for schools and higher education institutions. To be sure, we need broader research into the material collected yet not studied to the end. The research field is enormous. The multi-version nature of the dastans alone will afford a potent impetus to new studies. And these research works will never end, because folklore is a constantly evolving phenomenon that promises unexpected occurrences.”
