INNOVATIONS

Uzbekistan: Navoi Mining and Smelting Group

As is pointed out in the Presidential Resolution, “On the preparation for and conduct of festivities dedicated to the 25th anniversary of state independence of the Republic of Uzbekistan”, our country has turned from a backward agrarian state with a one-sided hypertrophied economy, based on the monopolistic production of cotton, into a modern, progressive, industrially developed nation with a dynamic economy and a high growth potential.

Among the numerous contributors to these weighty and universally recognized accomplishments is the Navoi Mining and Smelting Group, a leader of the Republic’s mining industry. A state-run enterprise, it is one of the top ten producers of gold and uranium in the world to date. Notwithstanding the serious hardships associated with the radical re-organization of the national economy, big state subsidies were ploughed into the enterprise on the initiative of the Republic’s leaders. The wherewithal enabled the Navoi Mining and Smelting Group to outfit all its sub-divisions with advanced equipment and technologies, as well as to build and put into operation high-tech production lines. As a consequence, the enterprise managed to considerably expand its production capacities and to swell, on this basis, its output volumes. No wonder, then, that the Navoi Mining and Smelting Group has become a unique enterprise in the Uzbek mining industry.

Compared with 1991, the processing volume of gold-containing ores grew 3-fold at the enterprise, with the production of gold increasing by 50 per cent. This allowed the Republic to join the world’s top ten gold producers, whose gold bullions carry the trademark “9999”, an indicator of high quality all over the globe.

It should be observed here that innovative activity played a significant role in this grandiose achievement. Innovations made it possible to completely reconstruct the entire production cycle, making it more efficient, productive and safe. The Navoi Mining and Smelting Group’s innovative potentialities are virtually unlimited, including the skilled personnel, strong scientific-technical specialists, the availability of experimental and training facilities and sizable investments. At the same time, a corresponding management system was introduced to organize a close interaction between innovative, production and marketing aspects of activity.

The introduction of innovative ideas is viewed as a means of ensuring both the output’s quality and competitiveness, on the one hand, and the maintenance of high production rates and profitability levels. The innovative development concept of the Navoi Mining and Smelting Group is oriented to its leadership in the world marketplace. Nowadays, the enterprise enjoys two major advantages, which are helpful in the development of its innovative aspect. These are: modern production and intellectual potential.

To start with, it should be said that innovative technology services are set up at all the enterprise’s large sub-divisions. There is also a central scientific-research laboratory at the Navoi Mining and Smelting Group, where experimental and industrial trials of existing and novel technologies are conducted. It is here that hundreds of methods have been invented for analyzing ores, technologies and qualitative characteristics of finished produce. The efficiency of all these methods is appropriately certified by the Republic’s Gosstandart authorities. Moreover, a scientific-production centre, called “Geology of Precious Metals and Uranium”, has been created within the framework of the Navoi Mining and Smelting Group. The latest mining equipment and specialized software have been acquired from the world’s leading producers, to facilitate its activity.

A lot of innovations introduced in the enterprise’s production process have been invented by the researchers and experts who carry out their activity at its structural sub-divisions. Among them are 3 scientists with a Doctor’s degree and over 30 Candidates of science.

To conduct research on the most pressing problems of its production activity, the Navoi Mining and Smelting Group has forged close relationships with many scientific-research institutions and educational establishments, including O’zGEORANGMETLITI, different departments of the Academy of Sciences of the Republic of Uzbekistan, such as the institutes of microbiology, geology and geophysics, seismology and edifice seismic stability, general and inorganic chemistry etc. Among its collaborators are also the Institute of Mineral Resources of the State Committee on Geology; the Tashkent State Technological University, the Road-Transport Institute, the Navoi Mining Institute, as well as research institutions from Russia, Germany, Sweden, the South African Republic and other foreign countries.

The Presidential Resolution, “On additional measures to stimulate the application of innovative projects and technologies in production” dated 15th July 2008 has given extra impetus to activities in this direction. In particular, the annual scope of research works conducted and innovative projects elaborated grew, in monetary terms, from 1.3 billion Soum (currency rates of CB RU from 12.07.2016, 1$= 2953.84 soums) to 20 billion Soum, or a 15-fold rise, which had a considerable economic effect.

Examples are thick on the ground. Today, for instance, the Navoi Mining and Smelting Group is capable of processing the rest gold-sulphidic ores with a high content of gold thanks to the application of a new technology – the bacterial leaching of such ores – at the hydrometallurgical plant No 3 located in the Uchkuduk district. It is worth pointing out at this point that the technology in question is very innovative and environmentally safe.

What is also noteworthy is that the Navoi Mining and Smelting Group is the firstling of independent Uzbekistan, which was built with all sorts of backing from the Uzbek leader. The enterprise has opened a new page in the history of the country’s gold extracting industry. At the end of 2011, an efficient and commercially viable improved technology was introduced at the Navoi Mining and Smelting Group – the metallurgical processing of bio-oxidation products, by using the coal absorption process. In other words, the resin used as an ion exchanger in the absorption cyaniding process was replaced by a cheaper sorbent – activated coal, which is also inert to various admixtures. Divisions of desorption, coal reactivation and gold electrolysis were constructed and put into operation as soon as possible.

Progressive ore-extraction and transportation technologies are also continuously inculcated in the production activity of the Muruntau open-cast mine. More technologically advanced dump trucks replaced those exploited there for many years already. Furthermore, highly-productive open-cast machinery was introduced, such as dump-body trucks with carrying capacity of up to 220 tons and excavators with the bucket capacity of 20 c. m.

The construction of a steeply-sloping conveyor KNK-270 was a remarkable event in the enterprise’s history. With the productivity of up to 3,000 t/h and the lifting height of 270 m at the slope angle of 37 degree, it significantly raised the efficiency of the Muruntau open-cast mine’s performance.

Putting into operation the new equipment made it possible to intensify the exploration of the open-cast mine’s reserves. An optimum scheme of exploration was determined and the borders of the united Muruntau-Myutenbay open-cast mine defined more precisely. The enterprise went over to a  new motor-conveyer haulage of mining mass. The application of the KNK-270 conveyer permitted the enterprise to bring the economically expedient depth of the open-cast mine’s exploitation, under a fifth-stage project, to 950 meters.

Thanks to continued work on technical re-equipment and reconstruction of technological alterations and the application of research on the improvement of technological processes, the productivity of the country’s biggest hydrometallurgical plant No 2 has skyrocketed by 190.5 per cent compared with the year 1991.

The processing of out-of-balance ores at the Muruntau deposit using the heap leaching methods enables the enterprise to make the production process completely non-waste. It is one of the latest technologies introduced at the Navoi Mining and Smelting Group. The Expansion, Technical and Technological Re-equipment Project brought to completion in 2012 was designed to organize additional grounds for oil piling.

The construction of mining and processing enterprises proves a unique experience for the enterprise’s personnel. Indeed, it is a sort of experimental stands, where innovations and inventions are tested and then inculcated in production. In 2010, a second hydrometallurgical plant (HMP-4) was built there. The advanced technologies of intensive gravitation and gold-containing concentrate leaching are widely applied at a given enterprise. As a consequence, production volumes of gold have swelled 7-fold compared with 2007.

As part of measures to reduce the prime cost of output, modern energy-efficient and energy-saving technologies are introduced in production on a stage-by-stage basis, which inevitably leads to tangible reductions in power consumption. Targeted work is under way to inculcate helio-collectors across all sub-divisions of the Navoi Mining and Smelting Group. At the present time, new equipment is put into operation there. With the production capacity of 2 537 GCal/y, it is expected to save more than 3.5 million kWt/h of electric energy a year. The construction of photo-electric power stations has been launched in 2015. Similar projects are planned to implement between 2017 and 2019. The total capacity of new photo-electric power stations will come to 3 MWt.

The project “The increase in energy efficiency of sulphuric-acid production by generating electric energy from secondary power resources”, which is now in full swing at the North Mine Administration of the Navoi Mining and Smelting Group, stipulates the exploitation of a 6 MWt/h steam turbine to run on excessive heat that has hitherto been emitted to the atmosphere since the enterprise’s first day of performance.

It is necessary to give particular attention to a range of innovative technologies used at agricultural enterprises of the Navoi Mining and Smelting Group. Since 2012, work is under way on the elaboration and introduction of a new technology to utilize the organic waste available in vast quantities at the stock-raising farms with the help of bio-gas plants. The total annual production of bio gas came to 210 thou c. m. The 164 thou c. m. of bio gas produced in 2015 was used to generate 997 GCal of heat energy, and to turn out 43.5 tons of dry fertilizer (bio-humus) and 1,500 tons of liquid fertilizer.

There are several factors that boost the overall efficiency with which the Navoi Mining and Smelting Group operates, while strengthening its position and role not only in the national economy, but also among the world’s largest mining and smelting companies. These include: a rich mineral-raw material base, high qualification of personnel, whose average age is 37, and the exploitation of advanced resource-saving technologies when developing deposits that are located in the extremely complex climatic conditions of the Kyzylkum district.

The innovative path of development followed by the Navoi Mining and Smelting Group, whose efficiency has been recognized by international specialists, goes on surprising and admiring miners in the whole world.

Elections of chairpersons of self-governing bodies ends in UzbekistanTitle

Over 9,764 chairpersons (aksakals) of the self-governing bodies and 105,000 of their advisors were elected in Uzbekistan in May-June 2016, the expanded session of the Council of the Senate of Oliy Majlis of Uzbekistan said.

The session noted that about 73.6 of new elected chairpersons have higher education degrees, while 82.4% of them worked in state bodies, NGOs and entrepreneurship.

Over 9.1% of elected chairpersons are persons at the age of up to 40, 33.3% – 40-50, 54.3% – 50-60 and 3.2% – over 60.

According to the Senate, over 67% of elected chairperson were elected for the first time. About 865 elected chairpersons are women.

Approximately 51.1% of advisers have higher education sphere, the Senate’s session said. Some 25.4% of elected advisers were women. More than 53.3% were elected to this position for the first time.

…Amid the summer heat the soul urges for coolness and relaxation. Uzbekistan Today reporters have found out how people recreate.

On native spaces

The residents of Uzbekistan have been increasingly traveling around the world, as suggested by the growing number of travel agencies offering vacations abroad. However, the majority of citizens still prefer spending their holidays inside the country.

This is fairly conditioned by the existing circumstances. Our cities and towns have been getting more comfortable. After workdays and on weekends, people go out to the city parks, recreation areas, sports grounds and cafes. The state has been paying much attention to the development of all of these facilities by revamping and repairing the existing facilities, and building the new ones.

Tourist pilgrimage centers have established bases. Educational tourism, or tours to historical monuments, can now be combined with active recreation on a lake, residence in old styled comfortable rooms. One can go hunting and fishing, ride a catamaran on the lake.

Residents of Buston town in Ellikkala district, a remote settlement in Karakalpakstan, were granted a recreation park last year. It was built through landscaping an ornamental garden, which was laid in the 1970s. Until recently, it was just a grove on the shore of the lake. Now, it is a fenced park with stone pavements and benches on roadsides. Businesspeople have contributed to the reconstruction of the park: they invested in open-air cafes and amusement rides. Now, the townspeople come here to celebrate birthdays, holidays, gather with friends, walk with children.

During this year’s preparation for the summer season, much attention was paid to the improvement of water bodies. Their coast was beautified under a specialized resolution. Now swimming is allowed only in permitted places. The places that are dangerous to health are provided with warning signs.

The shores of the Bakht Lake in Tashkent have been landscaped, so now it is called the Bakht Ko’li recreation area. It is capable of receiving 5,000 guests at one time. All districts of the capital are now involved in landscaping, so now each of them has its own area of ​​responsibility, which must be perfectly clean and tidy. There are no territorial restrictions for vacationers. They can settle on the sand or in the shade of trees. By the way, the green area will soon be expanded by planting new trees. There are lockers and showers, cloak rooms, a medical center and a sanitary and epidemiological control unit. In a word, there are excellent conditions for different types of recreation. Water activities include water slides, jumping in water castle, zorba, walks on catamarans and boats. Amateurs of outdoor activities enjoy beach volleyball and football.

There are several cafes, bicycle and segway rental points, swimming accessories stores in the park. Children are offered a separate set of entertainment: trampoline castles on the ground, amusement rides, playgrounds, mini-pools. They can ride karts or play mini golf. Water safety is monitored by rescuers. There are many dividing and limiting buoys on the lake surface.

Passes to resorts

The demand for resorts and camps grows during the summer. The Council of Federation of Trade Unions and territorial associations of trade union organizations established health improvement coordination headquarters, working groups of experts of the Council of Federation of Trade Unions, relevant ministries and departments. They constantly monitor the progress of health improvement, providing practical assistance on the ground.

A new concept of summer vacation and improvement of children’s health has been approved this year. The document and the analysis of the recent practice have paved the way for new system-based approaches that have improved the quality and effectiveness of children’s health camps, significantly improved the organization of cultural activities, expanded the scale of the entire infrastructure.

As part of preparation for the season the Council of Federation of Trade Unions held regional workshops for workers and specialists of children’s health camps in Karakalpakstan, regions and in Tashkent. The participants were provided with manuals, recommendations, agendas for cultural, educational and sports activities. It is worth noting that health camps have not just become recreation institutions for leisure and fun, but turned into centers of physical, intellectual and spiritual development of children.

The implementation of the Resolution of the Cabinet of Ministers ‘On the further streamlining of the system of children’s recreation and health improvement’ has been underway. Children’s health resorts are annually built and revamped under a target program. Nine summer camps have been built, 45 camps overhauled and 27 camps have been revamped over the past four years. The Federation of Trade Unions has built Nihol children’s recreation camp in Bostanlyk district of Tashkent region, Ishonch in Navoi region, Kamalak and Narin in Namangan region, Chorchinor in Samarkand, and Shodlik in Khorezm regions. The Almalyk Mining and Smelting Plant built the Istiqlol camp in Jizzakh, and the Ministry of Internal Affairs built Oqtosh camp in Bostanlyk district of Tashkent region. As a result, the number of beds in the camps has increased by more than 5,000.

In 2016, the Council of the Federation of Trade Unions has built Surkhon, Sherobod, and Beshbulok camps in Surkhandarya region, Avtomobilchi in Khorezm region, the State Tax Committee has built the Barkamol camp in Tashkent region, the Asaka Bank has built the Asaka summer camp in Tashkent region, thereby increasing the capacity in camps by another 450 beds.

A total of 1,204 camps are operating this year in different directions, including 213 stationary camps, 851 day camps, and 140 work and recreation camps. More than 190,000 children have had a rest in the first month of summer.

The number of specialized camps has increased: 15 intellectual development camps, 7 camps of social adaptation, 14 ecology, biology and local history camps, 14 art and 14 engineering camps.

The Quyoshli children’s camp in Tashkent region traditionally runs the republican intellectual development camp.  The Federation of Trade Unions provides free vouchers to the Quyoshli camp for 500 winners of ‘Knowledge competitions’ in various subjects. In particular, 250 gifted children had a rest in the first shift, and the same number rested in the 2nd shift.

Day camps are organized in the form of summer grounds with specialized agenda, cultural educational and sporting events, and different clubs.

During summer, experienced teachers and educators organize educational, cultural, enlightenment, sports and entertainment events for children. Many take interest in applied and fine arts at pokerwork, beading, and painting clubs. Given the growing interest of children, the subject scope of clubs has been expanded.  More than 10 interest clubs operate under camps.

There are shows of children’s documentaries, feature films, cartoons. What a camp without merry songs! Early this year, the Council of Federation of Trade Unions has organized a nation-wide creativity competition to provide songs, poems, essays and compositions. The jury selected the best children’s songs, poems, music and chants for camps. Ready collections and CDs were distributed in all camps. They have also been supplied with scenario collections, guidelines and recommendations.

There are libraries, English classes, literary, spiritual and educational events on the occasion of the 25th anniversary of independence with the involvement of well-known scientists, writers, poets and other figures of science and art. Actors of the Republican Puppet Theatre come with performances. Children perform their best at festive gala concerts, sing songs about the Motherland, the beauty of the native land, customs and traditions, about the 25th anniversary of Uzbekistan’s independence. The rallies like ‘Independence in my life’, ‘Trade unions for children’, ‘Uzbekistan is a land of happy children’ are underway.

The eventful agenda of dance competitions, evenings of humor and laughter, staging of tales makes the leisure interesting and useful. The winners are awarded diplomas. Such a policy is an excellent motivation for children to be creative, sportive, and have a broad outlook.

Physical culture and sports have been of particular importance. There are swimming, football, table tennis, volleyball and basketball, checkers and other sports clubs, intercamp games. Kids have been increasingly interested in intellectual games, preferably chess. The beautiful nature of mountains, attentive educators, five meals a day, a rich cultural and sports program make the children’s holidays interesting and memorable.

Summer leisure of students of academic lyceums and vocational colleges has been in focus as well. They are offered labor and rest camps with all conditions for recreation and internship. This year, their number has grown to 140.

Briefly, Uzbekistan has carried out a huge work on the organization of leisure activities for children. The younger generation has an opportunity to have a good rest, improve health, and enrich their knowledge and outlook. Solely the comprehensively advanced young people, inspired by care and attention, are capable to multiply the achievements of our country in the future, and strengthen its authority at the international level.

Cured by Nature

Over 2,400 children improve their health together with their mothers in such resorts as Chinobod, Oqtosh, Buston, Zomin, Turon, Botanika, Kosonsoy, Chortoq, Chimyon and Sitorai Mohi Khosa under the system of trade unions with ‘Mother and Child’ vouchers.

The number of willing to relax and undergo treatment not in foreign but at domestic resorts has been growing year by year. Unjustified long trip may have a negative impact on health. According to experts, the acclimatization process takes 5-7 days. That is why a sharp change of climate and time zones, and a short-term treatment is a big burden for the human body. Having not managed to adapt to the new conditions, people have to return home to again face the same period of re-acclimatization. Such travels are particularly dangerous for the people who have recently been ill, have chronic diseases, young children and pregnant women.

Uzbekistan possesses huge resort and recreational resources. Favorable and mostly stable weather conditions are combined with much of sun – up to 3,000 hours a year, clean and high ionization and humidity in the mountainous regions, and aridity in the plains. There are few places on earth with so varied natural factors and climate therapy throughout the year, which rank among the most important natural methods of treatment and prevention of many diseases.

It is noteworthy that every region of the country has resort areas with numerous rest houses, boarding houses and sanatoriums, healing mineral waters and mud springs. For example, there are Chorvoq-Chimyon and Parkent-Angren resort zones in the Tashkent region, Zomin and Sanzar-Bakhmal in Jizzakh region, Hissor-Boysun, Kugitang and Termez-Denov zones in Surkhandarya, Kitab-Shahrisabz and Ghuzor-Dehkonobod zones in Kashkadarya regions.

Uzbekistan has been attaching importance to the development of a network of health resorts. For example, the Federation of Trade Unions, which owns most of the country’s health resorts, has been implementing a concept that envisages the construction of new medical and living buildings, canteens, reconstruction of operating buildings, strengthening of logistical capacity, improvement of healthcare, medical service and staff training over the last three years.

All the resorts are currently being equipped with modern medical equipment for diagnosis and treatment. They are revamped and overhauled under a specialized system. Zomin, Oqtosh, Umid Gulshani, Qashqadaryo Sohili, Kosonsoy, Chimyon, Chinobod and other resorts have gained a new appearance. The Sitorai Mohi Khosa sanatorium in Bukhara region has recently been commissioned a new building.

A new resort, which was established by the Federation of Trade Unions of Uzbekistan on the basis of the former Termez branch of the Republican Specialized Research and Practical Medical Center of Therapy and Rehabilitation, is ready to receive the first visitors. It will offer treatment with mineral waters, sand baths and swimming in the lake.

Along with traditional medical methods, local health resorts have been widely applying natural therapeutic factors – air, mineral waters and curative mud, the health effect of which does not yield to the world-famous resorts. For instance, the hydrogen sulfide mineral water resort Chimyon is comparable with mineral water of Matsesta in its healing properties, waers in Chinobod, Turon, Buston, Botanika, Sitorai Mohi Khosa, Qashqadaryo Sohili and Kosonsoy have the same composition as the healing water in Saki and Yevpatoria resorts. Radon water in the Abu Ali Ibn Sino sanatorium is identical in composition of the mineral water in Pyatigorsk.
