Uzbekistan to limit transit of oil products to Afghanistan

Uzbekistan Temir Yollari state joint stock company will cut transit of light oil products to Afghanistan, the company said in a statement.

The statement said that from April 2014 sharp growth of transit of light oil cars from the CIS to Afghanistan is observed.

Uzbekistan Temir Yollari said that currently level of development of railway stations and freight lines of Afghanistan is not allows to unload such large number of oil tanks in time. The company said that in many cases the oil cars are warehoused as the sellers are waiting for price hike in internal market of Afghanistan.

Uzbekistan Havo Yollari said that the oil cars stored in railway stations and grounds of the Uzbek company. As of 5 May 2014, there were 783 oil cars in stations in Afghanistan, waiting for unloading. There are also 421 cars with light oil, destined to Afghanistan, at railway stations of Uzbekistan. The railway company said it received 30 oil cars with light oil products a day in average, destined to Afghanistan.

Uzbekistan Temir Yollari expressed concern with the safety of movement and transported cargo. Due to growth of temperature in Uzbekistan and Afghanistan, there are splashes and flows of liquid cargo from the tanks and the pressure is growing in the cars. This crates fire and even explosive atmosphere at the places, where the cars are stored.

Idle cars also negatively impact use of railway infrastructure and creates difficulty to adhere to rules of employees protection. Uzbekistan Temir Yollari also is suffering losses on payments for use of cars.

The railway company said that administration of Uzbekistan Temir Yollari will have to adopt measures to cut number of inflow of light oil products, destined to Afghanistan, to decrease negative factors and normalization of situation with unloading oil cars in Afghanistan.
