Repeated Voting to be Held on 4 January 2015

The Central Election Commission of the Republic of Uzbekistan held a meeting, which reviewed the results of the elections to the lower house of Parliament and registered members of the Legislative Chamber of the Oliy Majlis, elected in constituencies and at the conference of the Environmental Movement of Uzbekistan. 

In 127 of 135 constituencies created for elections of deputies to the Legislative chamber of the Oliy Majlis of the Republic of Uzbekistan by four candidates and in 8 electoral districts by three candidates fought for parliamentary mandate.

20,789,572 citizens were included in the lists of voters across the country. 18,490,245 people or 88.94 percent of the total number of voters participated in the elections.

According to the preliminary results of the elections to the Legislative Chamber of the Oliy Majlis, deputies were elected by 113 electoral districts. From the Movement of entrepreneurs and businessmen “Liberal Democratic Party of Uzbekistan” elected 47 deputies, the Democratic Party of Uzbekistan “Milly Tiklanish” – 28, the People’s Democratic Party of Uzbekistan – 21 and from the Social Democratic Party “Adolat” – 17 deputies.

In accordance with the Law on elections to the Oliy Majlis of the Republic of Uzbekistan, in the Conference of the Environmental Movement of Uzbekistan, which was also held on December 21 were elected 15 members of the Legislative Chamber.

Among the elected deputies jurists are 33 people, representatives of the economy – 31, education – 26, manufacturing sphere – 21, health protection – 7, public organizations – 3 and people from other spheres – 7.

By age: people up to 29 years are 6 persons, from 30 to 39 years – 39 persons, from 40 to 49 years – 44, from 50 years and above – 39. 43 elected deputies have academic degrees, 6 of them are holders of master’s degree, Candidate of Science – 29 and Doctor of Science – 8.

There are representatives of different nationalities among deputies: Uzbek, Karakalpak, Russian, Tajik, Kazakh and Korean.

21 of elected 128 deputies are women. 38 were deputies of the previous convocation of the Legislative chamber of the Oliy Majlis.

In 22 districts, none of the candidates received required for election number of votes. The Central Election Commission adopted a decision approving the Programme of measures on preparation and holding of re-election on January 4, 2015.

In accordance with it, the repeated vote will be held in the Republic of Karakalpakstan, Andijan, Bukhara, Jizzakh, Navoi, Samarkand, Syrdarya, Khorezm, Kashkadarya regions and in Tashkent city – by one electoral district, in Namangan and Tashkent regions in two electoral districts, in Fergana region – three electoral districts, in Surkhandarya region in five constituencies.

The repeated vote will be held by 15 candidates from the Democratic party of Uzbekistan “Milliy Tiklanish”, 11 candidates from the People’s Democratic Party of Uzbekistan, 9 candidates from the Movement of entrepreneurs and businessmen “Liberal Democratic Party of Uzbekistan”, 9 candidates from the Social Democratic Party “Adolat”.

Decisions of the Central Election Commission on registration of elected deputies of the Legislative chamber of the Oliy Majlis of the Republic of Uzbekistan and re-voting will be published in print media.

Dear participants of the briefing!

Ladies and gentlemen!

Elections to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, regional, district and city Kengashes (Councils) of people’s deputies, which was held in December 21 2014, in full compliance with the requirements of the national electoral legislation, democratic principles of openness, transparency and alternative.

The high appreciation was given by the mission of observers from 5 international organizations – the Office for Democratic Institutions and Human Rights of the Organization for Security and Cooperation in Europe, the Commonwealth of Independent States, the Shanghai Cooperation Organization, the Association World of election bodies and the Organization of Islamic Cooperation, as well as such an assessment was given by foreign observers in their interviews to mass media. It is important that the voters of Uzbekistan recognize all the conditions, which were provided for them to use of constitutional rights.

It should be noted that the Central Election Commission have not been reported any information about violations of the electoral legislation that could affect to the outcome of the elections.

Today at its meeting the Central Election Commission in accordance with the Law of the Republic of Uzbekistan “On elections to the Oliy Majlis of the Republic of Uzbekistan” was reviewed the results of the elections to the lower house of Parliament and registered to the Legislative Chamber of the Oliy Majlis, elected in electoral districts and the Conference of the Ecological Movement of Uzbekistan.

From the 135 electoral districts for elections to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan for the parliamentary mandate in 127 electoral districts per four candidate, and in 8 electoral districts per three candidate.

To the voters’ lists across the country were included the 20,789,572 citizens and 18,490,245 of them took part in the elections or it is equal to 88.94% of voters.

In 22 electoral districts for elections of deputies to the Legislative Chamber of Oliy Majlis of the Republic of Uzbekistan, none of the candidates receives the required number of votes to be elected.

In this regard, the Central Election Commission adopted a decision to approve the program of measures for the preparation and holding the revote on January 4, 2015.

In accordance with this revote will be held in the Republic of Karakalpakstan, Andijan, Bukhara, Jizzakh, Navoi, Samarkand, Syrdarya, Khorezm, Kashkadarya and Tashkent city – per one district, in Namangan and Tashkent regions – per two districts, in the Fergana region – per three districts, in Surkhandarya – per five districts.

According to the legislation in each of the 22 districts, the revote will be held on the two candidates who received the large number of votes in main elections.

Revote will be held on the 15 candidates from the Democratic Party of Uzbekistan “Milly Tiklanish”, 11 candidates from the People’s Democratic Party, 9 candidates from the Movement of Entrepreneurs and Businessmen – Liberal Democratic Party of Uzbekistan, 9 candidates for deputies the Social Democratic party of Uzbekistan “Adolat”.

The candidate who received during the revote the largest number of votes on the comparison with other candidates is elected.

Resolution of the Central Election Commission on the registration of the elected deputies of the Legislative Chamber of the Oliy Majlis and the revote will be published in print.

Uzbekistan plans to attract foreign investments for US$3.5bn in 2015

Uzbekistan is planning to attract foreign investments at the volume of US$3.5 billion within 156 investment projects in 2015.

President of Uzbekistan Islam Karimov approved an investment programme for 2015 with his resolution.

Uzbekistan plans to attract foreign loans for US$956 million within 76 projects under guarantee of the Government. Uzbekistan plans to attract foreign direct investments for US$2.57 billion within 80 projects.

According to the programme, the largest volume of foreign investments will be used in fuel-energy sector – US$2.29 billion within 35 projects. The volume of foreign direct investments of oil and gas companies will reach US$2.07 billion within 15 projects.

In particular, Russia’s LUKOIL will direct US$587.2 million in implementation of two product-sharing agreements in Uzbekistan in 2015 with total cost of US$8 billion.

Consortium of Korean companies led by KOGAS will complete construction of Ustyurt Gas Chemical Complex with total cost of US$4.1 billion. Within the project, it is planned that US$907 million investments will be directed to the project.

China’s CNPC will launch construction of the fourth line of the Uzbek part of the gas pipeline Central Asia – China with total cost of US$800 million.
