Uzbek-Lithuanian political consultations take place in Tashkent
Next round of Uzbek-Lithuanian political consultations were held at the Ministry of Foreign Affairs of Uzbekistan on 23 September 2014.
The delegation of Lithuania led by Deputy Minister of Foreign Affairs Rolandas Kriščiūnas arrived in Uzbekistan to participate in political consultations.
The sides reviewed bilateral relations in political, trade-economic, cultural-humanitarian and other regions, as well as in format of Uzbekistan-European Union, the press service of the Ministry of Foreign Affairs of Uzbekistan said.
It was noted that both countries pay great attention to deepen multipronged cooperation and interested in continuation of regular dialogue on key global and regional problems.
The sides expressed assurance that next session of the Uzbek-Lithuanian intergovernmental commission on economic cooperation in agreed terms in Tashkent will help to expand mutual beneficial trade, implement joint projects, including in free industrial and economic zone Navoi, special industrial zone Angren, where foreign investors can receive customs and tax preferences.
At the meeting, the sides called to strengthen contacts between scientific establishments and educational institutions, workers of culture and art, public organizations between Uzbekistan and Lithuania.
Representatives of foreign political departments also exchanged opinion on actual international issues.
Ambassador Extraordinary and Plenipotentiary of Lithuania to Uzbekistan with residence in Moscow Renatas Norkus participated in the meeting.

Welcome! Through A New Gate
(Khorazm Region lies on 6.3 thousand square kilometers. It is home to 1.6 million residents. The regional center is the city of Urganch)
Now Urganch ranks as the country’s second city after the capital to offer direct air links with CIS cities, Paris, Milan and Frankfurt. Soon, the national airline promises to launch regular flights that will connect the regional center of Khorazm Region with Vienna. The further expansion of the list of direct flights to Urganch would allow many European companies to reduce the cost of tourist travels to Uzbek cities and promote the Uzbek tourism in the international market. The city’s location is convenient to start a tour around the cities of Uzbekistan from, and go back home from Tashkent. This is very important, as Khorazm Region and Uzbekistan in general is getting more attractive not only for tourists, but also for business partners.
Urganch is getting prettier day by day. Like many other cities, it is experiencing a large-scale development and reconstruction. Streets are getting wider and better illuminated. At the Yoshlik area the old one-storey houses are being replaced by high-rise apartment blocks. Playgrounds and recreational zones are created in courtyards. A college of tourism is under construction, so is a sports complex, which is to host the sports games Umid Nihollari-2015. Reconstruction and expansion works are underway at the Amir Temur Central Park of Leisure. Markets are assuming a modern look.
The ground floor of the recently erected high-rise buildings along the main streets are chiefly commercial and occupied by shops, offices and consumer service centers. The stylish decoration of new buildings draws the eye: a combination of the traditional majolica and Khorazm pattern make the streets recognizable.
The Shovot Canal has got a second wind after reconstruction. About a hundred new cafes, restaurants, playgrounds, parks and recreational zones have been built along its banks.
Reconstruction is starting in Khiva as well, thirty kilometers away from Urganch. It is home to Ichan Kala, the region’s tourism brand number one, and other sites. The authorities cleared the area for the construction of modern hospitality center with hotels and restaurants near the main gate of Ota Darvoza, through which tourists enter the open-air museum. By the way, for the convenience of guests, next year a single ticket system is planned to be introduced, which is a pass to all ten museums within Ichan Kala, and a chance to watch movies about the prominent people and cities of Uzbekistan in one ticket.

Preservation and perpetuation of architectural monuments is a special priority. 39 objects are to be restored under a program of tourism development in Khorazm Region. With the original look, many of them will serve as restaurants, hotels and other tourist facilities.
By 2015, the number of hotels in Urganch and Khiva is expected to double and reach 60, as reported by the regional office of Uzbektourism National Company. About ten hotels are ready to be commissioned in the near future. For example, a senior fellow at the museum-reserve of Ichan Kala, author of a four-language book about monuments of the open-air museum, a native of the ancient city Dilmurad Babadjanov erected a new building on the site of an old family house of his parents in Ichan-Kala and launched a new family-run hotel called Kala. In its appearance it does not differ from the other buildings on the street, as it is constructed from the same materials. The rooms were trimmed by Khorazm masters of painting, ganch and wood carving. The hotel caters to all the needs of foreigners, offering wi-fi and air conditioning, among other amenities. Its roof has turned into an observation platform with a view of the old Ichan Kala.
At the same time, as experts note, new hotels will be distinct in architecture and level of service. The objective is to provide for at least one inn in every district of the region.
“We are working on new tourism products, so we need hotels across the region,” Director of Uzbektourism Regional Office in Khorazm Region Odilbek Rahimov has suggested. “We are ready to show all the tour attractions of our region to our guests. In addition to architectural and archaeological sites in other settlements, we have much to show in our unique flora and fauna. Agriculture, industry and handicraft are on the boost. Medical tourism is a promising field. We can offer bicycle and motorcycle tours around the province. Sometimes, foreigners take a keen interest in the life of ordinary Uzbeks. Therefore, we need to provide for comfort in each corner for those from abroad, in the best traditions of Eastern hospitality.
To ensure that guests are comfortable in taking their bearings, there are information desks at the train station and the airport. The first tourist information center was opened a few years ago in Ichan Kala. It offers maps and the guide on hotels, restaurants, and answers all questions in general.

Back to the History… by Trolleybus
Apparently, the trolleybus route Urganch – Khiva will soon be not the country’s sole one. The launch of another trolleybus course is scheduled for early next year in Urganch. The experience of the Khorazm Region might entail the revival of trolleybus routes in other cities of the nation in the near future.
Not so long ago, the demand in trolleybuses used to be rather little. Revenues could not cover the costs. Thus the route in the Khorazm Region proved to be the only one to survive.
The unprofitable enterprise Khorazm Trolleybus Bureau got a second wind with a government support. In 2013, after purchasing nine new vehicles, the depot’s team was tasked to bail the fleet out of disarray.
Today, eight out of nine brand new trolleybuses run daily along the route Urganch – Khiva. One such bus always stays in the depot on preventive maintenance. The team has built a new model of the trolley depot’s operation.
“This year our company has ceased to be unprofitable,” said the Director of Khorazm Trolleybus Bureau Ruslan Ruzmetov. “I am proud to say that we initially refused to raise the fare from the current thousand soums. We have preserved a public transportation with an accurate schedule for the people of our two cities. We cover the thirty percent margin between the cost and profit through an effective commercial use of the logistical base we have. The depot provides washing services for dimensional buses and cars, as well as maintenance services to a network linked to our substations. So the income allows for covering the costs of trolleybus operation, as well as the further development.” (Currency rates of CB from 24.09.2014 1$= 2 363,47soums)
The company’s specialists are currently working on a new trolleybus route to run around Urganch.
“In the beginning, the new route will be operated by old trolleybuses, which will subsequently be replaced by the new ones,” Ruslan Ruzmetov said. “Before the launch their technical components and interior will be overhauled and upgraded.”
Today, the Khorazm Trolleybus Bureau is working on two more routes. One of them will cross the city through one of its main streets along the Kirkizyak Canal. It is going to be a unique course in its kind as it envisages no turns. Another one will run between the two major markets of the city – a shopping mall and a food market.
Fishing and Hunting
Ichan Kala promises many interesting adventures to the fans of exotics. They will have a chance to visit one of the five tourist complexes under construction.
Rich in stories and legends, Ichan Kala is a starting point for exploring two ambitious tourist complexes for active recreation that are being built some five kilometers away in a desert near a lake.
The path to them lies through villages and fields. Before the trip we decided to have a lunch in Khiva. We chose a restaurant called Khorezm Art, located in one of the historic buildings. Our option upheld our expectations. There we got acquainted with the local Khorazm cuisine rarely offered by every restaurant. We opted for the original pumpkin soup and pies that are locally named gumma. However, a shivit oshi – homemade noodles in sour cream sauce with stewed vegetables and meat – turned out to be the most original and surprising in our order. The noodle dough is based on freshly squeezed dill juice. Delicious! Be sure to try it if you happen to visit this land. By the way, you may not just try the original dishes, but also learn how to cook them; you just ask.
Here we go the tour site. The construction of tourist zone Eshonrobot has been almost completed. The guests are offered to stay either in the traditional Khorazmian felt tents, or at the modern hotel complex with an observation deck: sitting at a table and sipping a drink, one can enjoy the landscape. There is a sea of artificial riparian woodlands on the one hand. In spring, the area will be filled with hares, pheasants and other small game for hunting. There is a view of the two lakes on the other hand. The first lake of 150 hectares is intended for catamaran, boat and motorboat walks, and a smaller one is designed for fishing.
“I am a hereditary fisherman and farmer. I followed my father in fishing, growing cotton, and then I learned fish breeding. Things went uphill. I bought a poultry farm, and then a carpet manufacture,” says the businessman Atabai Allabergenov. “Now, together with my sons, I am learning the tourism business. The local administration has allocated the lakes for commercial purposes, as prompted by specialists of Uzbektourism regional office. Next year we expect the first tourists.”
After the talk with Atabai Allabergenov, we got acquainted with the project of his colleague in the tourism business Dilmurad Ollabergenov, who previously confined himself to running his farm. His resort is called Korakul – Black Lake. Construction works are underway. The place is unique by a fragment of the fortress wall built in the traditional architectural style of Khiva. Designed for adding an atmosphere of antiquity, it has nothing to do with historical monuments. The facility is distinctive by its location on a peninsula of triangular shape. It is going to be a kind of camp with two types of yurts – stylish modern hotels, and the genuine felt yurts. Guests will be offered fishing, boating and catamaran walks.
Today, tourist zones are being built across the region. Kalajik resort and recreation center, for example, is located in Boghot District, and it is another matchless historical, natural and climatic zone. There are ruins of a fortress from the seventh century and an inimitable salty lake, also called ‘dead’ lake. The healing qualities of these places have been known for long. People used to come here from all over the country to recover from rheumatism. The know-how includes the following procedures: after swimming in the lake, a patient is buried in the sand near the water, and then the same procedure continues in the dry sand. They say pain disappears within three or four procedures.
“Previously, the guests used to locate right on the beach in the open air. We have installed yurts and built a hotel with a physiotherapy center. It boasts sand baths and ones filled with the lake water. Now, patients can take treatment all year round,” says the head of the Kalajik Complex Esenbai Sabirov. “I find our project successful. We have managed to meet the demand of local tourists, and attract foreigners. We expect another group of tourists from abroad to visit us next week.”
Carrot in the Birthplace of Najmiddin Kubro
An expert, native of the Khorazm region, once said that his small homeland is the country’s largest producer and supplier of carrots. We seized a chance and decided to check if it was so.
A conversation with the First Deputy Hokim (Governor) of Khorazm Region Shakarjon Khujaniyozova suggested that the expert’s words were true. We longed for seeing the carrot fields with our own eyes. The Sayot village is home to the most experienced and renowned masters of carrot cultivation. Farmers come here for advice from other districts of the region.
It is an ordinary village at a first glance. However, the chairman of Sayot citizens’ assembly Alloyar Matyakubov and secretary Atabai Atajanov told us and showed many interesting things. Let us go through it all step by step.
The district is inhabited by 22,626 people, or about four thousand families, and almost everyone is engaged in carrot growing. The farmer families grow up to 50 centners of carrot, and families of teachers and doctors pick up to ten centners of carrots annually. Then the product is delivered to the markets in Tashkent, Bukhoro, Samarqand and other cities of the country. Alloyar Matyakubov addressed my question as to why carrot has become a major source of income and the glory of the locals:
“We also grow cotton and grain, almost all kinds of vegetables and fruits. However, we prefer to cultivate carrots as they truly are superior to those grown in other regions in terms of taste. The climate, soil, water, centuries-old experience contribute to excellent yields. As they say, where there’s demand, there’s supply.”
The farm Nazar-Ota Oghli Botir is already harvesting the rich cotton yield. According to its head Botir Jumaniyazov, almost all the cotton bolls have opened simultaneously this year. He expects to gather more than 35 tons per hectare. Meanwhile, the carrot yield will be ready for harvesting in two months. When we arrived at the farm, the farmer was weeding and watering his crops together with his assistants.
The chairman told about the prospects of the village. He exemplified its comprehensive development by the operation of several big enterprises. For instance, there is the region’s largest construction company, Sayot Qurilish. There are major manufacturers of furniture, gold embroidery, and many other goods. There are even inventors. Recently, the news spread in the internet that Uzbekistan patented a new agricultural aircraft. One of the inventors is a native of Sayot village, and his father is the author of numerous structures, which significantly facilitate the work of farmers.
“Our life has considerably improved over the last years. We can run the business we like, earn well,” said Atabai Atajanov. “Three thousand out of the four thousand families have a car, and some have even several cars. There are 500 Gazel cars in the village. We use them for transporting the fruits and vegetables we have grown.”
Social development of the village is supported by national programs. Three new schools have been built in the village over the past five years. The construction of one more school is nearing its completion. Now, there are eight schools in the village, one per each four kilometers, which is convenient for children and parents. The construction of a sports field is underway. A center of cultural recreation has been commissioned on the occasion of Independence Day after overhaul.
“We have started a new life after the re-launch,” said the center’s director Hamrabek Abdullaev. “We have opened a museum of major activities of our villagers, the tools they work with. There are many clubs. Skilled masters of folk art pass their knowledge on to the youth. A concert of our best performers gathered a full house.”
The village has its sanctuary – a millennial mulberry tree. As the legend goes, it was planted by a great thinker and psychologist Najmiddin Kubro, who was born and raised here. So the village has all the chances to become a site of tourist pilgrimage.

Hitoy Vineyards
On the way to the Khorazm Sugar Factory we just could not but stop by in the village named Hitoy.
‘Hitoy’ is the Uzbek for China, so our first question was about the origin of the village’s title. Chairman of the local citizens’ assembly Yusufbay Matnazarov explained as follows: “It has nothing to do with China. It is an ordinary settlement in Boghot District. The name of the village comes from the name of one of the Uzbek tribes, which founded it, according to a legend. We grow cotton, grain, grapes, vegetables and fruits.”
Then we dropped in one of the farms named Vois Boday, headed by Ruzmat Jumabaev. His team is engaged in viticulture – a brand business of the district’s residents. In 2005 the farmer planted the vineyard on four hectares. Over the last few years, he has been gathering 20 tons of yield per hectare.
“Our district was included in the country’s viticulture development program not accidentally. Natural conditions allow for obtaining rich crops of different varieties of grapes,” Ruzmat Jumabaev says. I grow the table transportable grade of Tayfi. Most of the production is exported to Russia; it enjoys high demand there.”
The greater amount of wine-growing works accounts for the fall and spring, that is, preparation of the plants for the winter, and withdrawal of hibernation in spring. This scheme allows the farmer to maintain the young and pretty big farm.
A Store of Abundance
“Nowadays, high technologies are introduced to all sectors of the economy. Agriculture is no exception. Modern industrial refrigerators allow for storing many kinds of vegetables and fruits until the next harvest and for supplying the market with fresh food throughout the year. With this in mind, we have built the district’s largest refrigerator with the capacity of 1.5 thousand tons.”

During our tour around the Khorazm Region we encountered dozens of stories about the people who run business to their liking and live well, owing to the support for business and the freedom of choice. The story of Ibrohim Matyakubov is one of a kind.
“Prior to the 1990’s, I used to direct a school, teach history and social sciences. I have been able to develop my aptitudes only in the years of independence, as the state set a priority of business development,” Ibrohim Matyakubov points out. “Together with my wife we started sewing women’s clothing. Eventually and gradually we saved money. Our children have grown up, so we have an opportunity to expand and handle other types of business.”
The new venture of Ibrohim Matyakubov has a fairly philosophical title, which means ‘Fruit. Movement. Happiness.’ Matyakubov built the district’s largest industrial refrigerator to the latest technology of the leading European manufacturers. Now, he helps farmers store their crops before sale, and supply the market with fruits and vegetables all year round.
“It was the government policy to give me a business idea, as Uzbekistan is currently implementing an extensive range of measures to develop the infrastructure for the storage and processing of agricultural goods,” Ibrohim Matyakubov notes. “I have had no doubt in the demand for refrigerating services. The Uzbek people like abundance. Fresh fruits and vegetables are in demand all year round, and farmers need to store the harvest somewhere. In this regard, up-to-date professional technologies know no competition.”
The launch of the first stage of the refrigerator with the capacity of 500 tons of crops prompted another business idea.
“We have faced the lack of non-refillable containers for storage and transportation of fruits and vegetables,” says Ibrohim Matyakubov. “So we decided to establish a box manufacture. We have built a workshop, and purchased equipment. The commissioning is underway. The enterprise will manufacture boxes and other plastic stuff in demand.”
Sweet Interest
From the start of 2014, the flagship of the domestic food industry, JV Khorazm Shakar, has increased sugar production by 10.9 percent YOY.
Today, there is hardly anyone who would recall the difficulties the enterprise faced in its start. In the process of its establishment in 1997, it was deemed to produce sugar from local sugar beet. However, the manufacture has turned to be unprofitable. The factory got a second wind in 2006. Today, it operates in four shifts. Raw sugar is supplied by Brazil, Argentina and Malaysia. The main manufacture is accompanied by its subsidiary, so it completely covers its needs in packaging bags.
The entire production process is laboratory-controlled. The quality of raw materials is regularly monitored; samples are taken during the whole process and from the finished products. Control is a guarantee of quality sugar of the third category, which is also called the table sugar.
The company employs 1,300 people. There are also two hundred people of succession pool, the young people who are ready to replace the members of the permanent staff. This allows for providing staff with timely labor and social holidays, creating optimal conditions for the smooth operation of the company. All employees are provided with route bus service. Residents of Urganch and other remote settlements are provided with accommodation. The enterprise grants the pace-makers with free and discounted tickets to resorts and employees’ children with tickets to the best children’s camps of the country. Sports games on the threshold of the holidays have become a good tradition.
The team is working at full capacity. The launch of the partner enterprise, as the plant in Angren is called here, did not reduce the amount of work.
“We have a common objective to supply the republic with domestic sugar, so there is no question of competition,” Deputy Director General of Khorazm Shakar Mahmud Umarov has said. “We concurrently upgrade and replace the obsolete equipment in order to ensure the smooth production.”
The enterprise is planning to expand the product range.

From Damas to Excavator
This year’s attempt to develop a mechanical engineering in the Khorazm Region has yielded the outcomes that serve as a basis for the further development of this industry. Several companies released their first output almost simultaneously.
The Khorazm Automobile Production Association (KAPA) has established a manufacture of Damas and Orlando cars in Hazarasp District. Built in Soviet times, a helicopter component plant has never become a center of aircraft manufacture. However, it has become a production site for KAPA car assembly. The launch of car manufacture is not the first attempt of the automotive industry to develop this area. In the early 1990s, together with the well-known German company Mercedes-Benz, the field was projected for the establishment of truck assembly. However, the project did not succeed. The GM-Uzbekistan experience in Andijon and Tashkent gives hope that the new project will thrive.
Focused on the production of components for Damas cars, other machine-building enterprises are establishing their manufacturing facilities in the region as well. For instance, Uz-Dong Yang Co. Ltd has launched the production of interior parts, and Uz Tong Hong manufactures seats.
Excavator Plant is another site that has been idle for many years. It was purchased by the National Uzbekistan Railways. New investment projects have been launched, including the UzXCMG Company, which was established jointly with the Chinese Xuzhou Construction Machinery Group Co., Ltd. It produces new generation excavators which are in demand. So far, it is engaged in the knock down assembly, but it is aimed at the development of product localization. The railway car maintenance on the plant’s territory is another promising project, taking into account the increasing production volumes at Uzbekistan Railways.

Three in One
Three companies in Boghot District specialize in the production of cotton fiber. Every one of them is associated with one and the same person – Kuranbai Sadykov.
After graduation from Samarqand Architecture and Construction Institute in 1981, he worked as industrial training master at a vocational college for a year, and then moved to a textile factory, Boghot Tekstil. Ever since, he has been actively involved in the implementation of national programs directed at the intensification of cotton processing.
“My thesis addressed air ventilation systems at production facilities for the creation of ultimate working conditions. At that time, our only textile factory needed a specialist, so they invited me. Concurrently with my routine job I independently studied the basics of textile manufacture and installation of equipment,” Kuranbai Sadykov recalls. “Since then, my work has been interlinked with the production and processing of cotton and its goods.”
Excellent knowledge of the building business and textile industry made Kuranbai Sadykov a specialist in demand. From 1992 to 2001, he worked as an engineer at a joint venture in Khiva to manufacture cotton wool for medical purposes, and then returned to his home factory Boghot Tekstil. As its owner was changed, it was transformed into Sottontex in 2006, so Kuranbai Sadykov actively helped the founders with the establishment of new factories Kobatex and Salcontex. He was involved in the establishment of other production facilities, including a ring spinning machines shop. Today, he is establishing another big full-cycle industrial complex Khorezmteks as its CEO.
“The entrepreneurs I have been working with for many years have recently purchased an unfinished building of a textile factory. This is the biggest project in my practice,” says the Khorezmteks director Kuranbai Sadykov. “In November, we are planning to commission the first stage to produce more than seven thousand tons of yarn on pneumo-spinning equipment. The second stage envisages the launch of a ring spinning factory, designed for the production of six thousand tons per year. Finally, the third stage provides for the manufacture of woven and knitted fabrics, as well as articles from them.”

Cyber Learning
Another experience of the Khorazm Region is worth mentioning and which might be distributed throughout the country. In the 2014/2015 academic year, vocational colleges and academic lyceums are piloting Cyber Learning software, and concurrently the new technologies of ensuring quality in education.
Colleges and lyceums are following the example of Urganch State University, which was the country’s first to implement similar technologies.
The first results were presented by the academic lyceum №2 at the Urganch State University, and Urganch Vocational College of Industry and Transport. Each student has a bar code badge with personal data encrypted. At the lyceum entrance a special scanner reads the bar code. The information is automatically processed by the computer, which keeps a record of student attendance. Such systems operate in all secondary special education institutions of the region.
“The system disciplines the students,” says Deputy Director of Academic Lyceum №2 at Urganch State University Alloyar Kutlimuradov. “The computer can not be fooled. Concurrently with the reading the bar code, the computer takes a picture of a student to check with the photo stored in the computer’s system. The attendance information is daily presented to the administration, and sent to parents through SMS.”
The Regional Office of Secondary Special Education, jointly with commercial banks is currently working on a project, which would enable every teacher to buy a laptop at a concessional loan. Concurrently, it is negotiating on the provision of educational institutions with wireless communication technology of wi-fi. In turn, this would fully empower the program on the replacement of paper registers and other documents that manage the content of lectures. Besides, the student bar code will serve as a reader’s ticket at an educational institution, and a pass for all the events.
“The implementation of the Cyber Learning software will allow to optimally automate the learning process, and reduce the paper work,” said the chief of the regional department for secondary special education Polvonnazar Kalandarov. “All this will contribute to the modernization of education.”
Health Technologies
The region’s health care system is distinct with the operation of branches of the national specialized centers of cardiology, eye microsurgery, and urology, which provide the latest high-tech services.
Last year, the branch of the National Center of Cardiology was provided with an echocardiograph, which is unique for the country. It allows examining the heart both through the tissues, and the esophagus. There is also a new stress system that allows assessing the performance of the cardiovascular system under various loads. The center expects two more devices. An interballon counterpulsation device to support the heart after a surgery is one of them. A similar device is operated only by the Republican Specialized Center of Surgery. A heart-lung machine is another expected device for performing complicated heart surgeries.
“We have managed to organize an accurate delivery of oxygenators and prosthetic heart valves to the center,” the branch director Anvar Sagirov emphasizes. “It allows us to perform operations on the heart systematically. Last year, we performed more than a hundred operations”
The purchase of the laser device, an ultrasonic diagnostic system, phacoemulsifier, autorefrektometer, and non-contact air tonometer last year was a long-awaited event for the branch of the Eye Microsurgery Center. The equipment has significantly improved the quality of medical care.
“The new equipment has enabled us to be the region’s first to launch the high-tech operations,” said the acting director of the branch Bahodir Khodjabaev. “We treat the anterior eye diseases non-surgically, by means of the laser device, and we have handled the seamless low-impact method of replacing an artificial lens in cataract.”
The branch of Urology Center continues expanding the medical aid provided by means of contactless lithotripsy device and other endovisual equipment.
