A new stage has begun in reforming the cancer service: the President Shavkat Mirziyoyev signed a Decree “On measures to further develop the cancer service and improve oncological care for the population of the Republic of Uzbekistan for 2017-2021”.
It is provided to allocate 32.5 billion soums from the state budget and $ 144.1 million from loans and grants of international financial institutions to realize the measures to advance a cancer treatment for the population of Uzbekistan for 2017-2021.
“The forthcoming reforms will promote the introduction of modern high-tech methods of diagnosis, treatment and prevention which should multi-fold enhance the quality of medical care for patients with cancer. It is expected that the death rate from cancer will decrease from 38.7 to 35 per 100 thousand population while the provision of cancer patients with antitumor drugs will be increased from 33% to 90%, and covering the demand of the population for high-tech treatments will reach 70%”, commented the director of the Republican Cancer Research Center Mirzagolib Tillashaykhov.
It is envisaged to form a methodical vertical line for the activity of medical organizations in the field of prevention, early detection and treatment of oncological diseases in the document. In order to address these issues, it is planned to create the Republican Specialized Scientific and Practical Medical Center of Oncology and Radiology, as well as to transform the regional oncological dispensaries into its branches.
To improve early diagnosis of malignant tumors and develop domestic import-substituting antitumor drugs, the Cancer Prevention Center and the Center for Experimental Oncology will be established. The provision of coordination and methodological activities for the prevention of cancer and the conduct of screening examinations, the formation of a unified information base for cancer patients, as well as conduct of researches in this area, the elaboration of domestic antitumor drugs will be their main tasks.
Oncological institutions of the republic will be outfitted with the latest equipment for endoscopic and radiotherapeutic treatment of cancer diseases, including unique equipment such as Da Vinci robоtic surgery complex and gamma knife.
The creation of palliative care units in the structure of regional oncological institutions, as well as four interregional hospices in Tashkent, Fergana, Samarkand and Urgench should be a principally new approach in the enhancement of the life quality of our citizens.
Boosting the personnel capacity of the oncological service and expanding the range of scientific researches in the field of prevention, diagnosis and treatment of cancer will be one of the most essential of these measures. It is necessary to intensify international cooperation by establishing partnerships with leading oncology clinics. As a part of this cooperation, the modern world experience of scientific developments and advanced training of doctors in foreign countries will be introduced in the domestic practice.
