The construction of an industrial park at the Tashkent Institute of Textile and Light Industry, and fitting it out with necessary scientific and laboratory equipment will be completed in 2018
As previously reported, the funds of technical assistance (grant) of the government of the Republic of Korea in the amount of $ 15 million are allocated to the establishment of industrial park. Construction of a new teaching and research institution is conducted at 30, Bobur Street, Tashkent. Foreign experts will be involved in the organization of the technopark.
On the territory of the industrial park it will be organized a training for students and young scientists on the methodology and practice of applied research in the textile, sewing and knitting, dyeing and finishing, design fields. Lectures, seminars and workshops will be conducted with the participation of foreign professors and research scientists.
The technopark will be a platform on the basis of national and international educational and research programs with the involvement of young scientists of the republic, scientific researches in the relevant areas of technopark’s activity on the basis of demands of domestic and foreign organizations, including scientific and educational institutions. The material science, dyeing and finishing of textiles, creating a new design of fabrics and garments, including the use of advanced information and communication, energy and resource-saving technologies will be the main areas of the research.
The technopark will become the center for the preparation of scientific and scientific-pedagogical personnel with high qualifications under the supervision of foreign professional and teaching staff.

Free Economic Zone “Navoi”
Free economic zone “Navoi” was created according to the Decree of the President of the Republic of Uzbekistan No.4059 dated December 2, 2008 in Navoi region. The area makes up 564 hectares.
Priority in FEZ “Navoi” is given to the establishment of high-tech wide range productions of products competitive in the world markets in the following areas:
– electric engineering and production of telecommunication equipment;
– mechanic engineering, instrument engineering and production of component parts;
– pharmaceuticals and medical equipment production;
– food products production;
– production of plastic and polymer products.
Intermodal logistics centre (ILC), established on the basis of Navoi airport and regulated by South Korean airline company “Korean air” is one of the primary factors of free industrial economic zone. Today on the airport territory the cargo terminal is built, which is able to cover the whole range of services on reception of goods, their temporary storage and shipment using different types of transport. This construction is favorably located for implementation of balk transportation – directly in front of the cargo apron of the airport.
Moreover, the presence of convenient access roads and parking lots for heavy vehicles and connection with rail transport can reduce work on intermediate delivery of goods. Cargo terminal is able to process 300 tons of cargo per day, has 6 working stations for loading and unloading works, balances for 20 tons and 5 tons, refrigeration and freezing chambers, heating chamber, areas for storage of dangerous goods, perishable foodstuffs and animals. Its administrative building the required services are located – customs clearance, sanitary control, declaring, freight, etc.
The airport operates twenty-four-hours. It is equipped with the runway having length of 4 km, is able to receive all types of aircrafts, with the advanced air traffic control that meets the requirements of the International Civil Aviation Organization – ICAO. At present time from the airport of Navoi city there are regular flights to Delhi, Mumbai, Istanbul, Doha, Dubai, Hanoi, Moscow, Bishkek, Seoul, Milan, Amsterdam, Shanghai, Paris, Zaragoza, Vienna and Basel. The cargo terminal of Navoi airport is able to serve 100 thousand tons of cargo per year.
In FEZ “Navoi” 24 productions have been put into operation with total amount of investments – 124 million USD. In particular, the production of such products as modems and TV-tuners, electronic power meters, power cables, heating and hot-water boilers, mobile and landline telephones, finished medicines, etc. has been arranged.
Information about some of the implemented projects in FEZ “Navoi”:
“O’zErae Alternator” Joint Venture established in 2010 with the participation of JSC “Uzavtosanoat” and the South Korean company “EraeCs Limited”, carries out the production of generators and compressors for vehicles. The total cost of the project made up 12.2 million USD, with the annual production capacity of 360.0 thousand units of generators and compressors. At present the company employs for about 56 workers.
“O’zMinda” Joint Venture established in 2010 with the participation of JSC “Uzavtosanoat” and Indian company “Minda Capital Ltd.” carries out the production of components for vehicles. The total cost of the project made up 7.3 million USD with the annual production capacity of 495,0 thousand pieces of components for vehicles. At present the company employs for 101 workers.
“Uzavtosanoat – Landi Renzo” Joint Venture established in 2014 with the participation of JSC “Uzavtosanoat” and Italian company компании “Landi Renzo S.p.A.” carries out the production of engine space equipment for transition of vehicle into compressed natural gas. The total cost of the project made up 0,6 million USD with the annual production capacity of 25 thousand pieces. The enterprise has created 15 workplaces.
“Navoi Hunan Pulp” Joint Venture established in 2010 with the participation of JSC “Navoiazot” and Chinese company “Hunan Aloft Imp.&Exp. Co.Ltd.” carries out the production of hygienic products and baby diapers. The total cost of the project made up 4.2 million USD with the annual production capacity of 120.0 million pieces of articles. The enterprise has created 54 workplaces.
“Navoi Beauty Cosmetics” Joint Venture established in 2010 with the participation of JSC “Navoiazot” and South Korean company “DK Cosmetics” carries out the production of cosmetic products. The total cost of the project made up 2.2 million USD with the annual production capacity of 2.6 million pieces of finished products. The enterprise has created 22 workplaces.
“Ariston Thermo-UTG” Joint Venture established in 2013 with the participation of JSC “Uztransgas” and Italian company “Ariston international srl” carries out the production of heating and water heating boilers. The total cost of the project made up 4,0 million USD with the annual production capacity of 10,0 thousand units of boilers. The enterprise has created 12 workplaces.
“Agrofresh” Joint Venture established in 2010 with the participation of SJSC “Markazsanoatexport” and “Kefayat General Trading Co. Ltd.” (UAE), constructed modern refrigerating chambers with the controlled atmosphere (CA) for the amount of 4.0 million USD for storage of vegetables and fruits with the simultaneous storage of 3,0 thousand tons. The enterprise has created for 15 workplaces.
“Telecom Innovations” Joint Venture established in 2010 with the participation of JSC “Uzbektelecom”, “TelmaxElektronix” LLC and “ZTE International Ltd.” (China), “Servetechno PTE Ltd.” (Singapore) companies carries out the production of TV tuners, ADSL modems and DSLAM ports. Total cost of the project made up 5.4 million USD with the annual production capacity of 250.0 million pieces of articles. The enterprise has created 38 workplaces.
“KO-UNG Cylinder” Joint Venture established in 2011 with the participation of NHC “Uzbekneftegas” and South Korean company “KorUz Cylinder Investment Co.Ltd” carries out the production of gas balloons. The total cost of the project made up 13.4 million USD with the annual production capacity of 41.0 thousand pieces of gas balloons for The enterprise has created 61 workplaces.
“CFM ProEnergies” Joint Venture established in 2011 with the participation of SJSC “Uzprommashimpex” and Singapore company “Cheong FattMetall Factory PTE Ltd.” carries out the production of power saving LED light bulbs. The total cost of the project made up 0,5 million USD with the annual production capacity of 220 thousand pieces of products with the opportunity of production capacity increase. The enterprise has created 26 workplaces.
“Hayat Power Cable Systems” Joint Venture established in 2012 with the participation of OJSC “AGMK”, JV “Uzcable” and Chinese company “Gulf Cable Trading Company” carries out the production of high-voltage cables. The total cost of the project made up 20,45 million USD with the annual production capacity of 4000 km of cable products. The enterprise has created 50 workplaces.
“Olive Telecom” Joint Venture established in 2013 with the participation of Indian company “Olive Telecommunication Ltd.” and JSC “Uzbektelecom” carries out the production of stationary and mobile telephones as well as tablet PCs. The total cost of the project made up 2.0 million USD with the annual production capacity of 99.5 thousand pieces. The enterprise has created 27 workplaces.

Uzbek and Russian cancer centres sign memorandum
At an event promoting cooperation between Uzbekistan’s Republic and Russia’s Blokhin cancer research centres, Deputy Health Minister Khojiboev said Uzbekistan has built and is developing a modern cancer-treatment system, according to UzA.
The sessions on January 5 and 7, presided by President Shavkat Mirziyoyev, set objectives to reform healthcare, provide medical assistance, and develop medicine.
Acting on the objectives, medical centres work on cancer treatment.
Existing cancer centres have been modernised, and new clinics have been built in Sirdarya, Djiazzak, and Navoi Regions. Radiology departments have been opened in Fergana, Navoi and Djizzak’s cancer clinics.
New technologies and easier access to medical care help prevent the disease at its earliest stages.
Stepping up the work, the government is devising a Cancer Prevention and Treatment Development Programme for 2017-2021, to add to existing resources and expand cooperation with international research centres.
One of such centres, Russia’s Blokhin Cancer Research Centre signed a memorandum of understanding with Uzbekistan’s centre to promote scientific and practical cooperation, train good doctors, and advance medical care.
The scientific and resource potential of Uzbekistan’s cancer service conforms to international requirements. Today’s event is an important step on the path to expand cooperation. We intend to strengthen our scientific and practical ties, to realise exchange projects, train doctors and develop medical care. This will help develop medicine and protect the population’s health.

The Uzbekistan-Kazakhstan intergovernmental joint commission session
At Tashkent’s international cooperation centre, a scheduled session of the Uzbekistan-Kazakhstan intergovernmental joint commission for bilateral cooperation has taken place.
The session was attended by leaders and representatives of the two countries’ ministries and departments working in such areas as external economic relations, trade, the economic sphere, investment, energy, oil and gas, customs, transport and transportation links, railways, air transportation, machine-building, electrical engineering, agriculture, food and pharmaceuticals production.
Ochilboy Ramatov, a co-chairman of the commission and first deputy prime minister of Uzbekistan, has said specifically that the two countries’ cooperation in such areas as trade, transport, energy and the economic area is developing consistently and that agreements reached at meetings of the two states’ leaders are a law-based foundation for this cooperation between the two countries.
Uzbekistan exports electrical energy, fruits and vegetables, oil products and mineral fertilizers to Kazakhstan. Enterprises established with the participation of investors from Kazakhstan are working in such spheres in Uzbekistan as trade, services and building materials production.
Askar Mamin, a co-chairman of the commission and first deputy prime minister of Kazakhstan, has said that there are a lot of untapped potential for the further development of the two countries’ bilateral cooperation in various economic spheres.
“Uzbekistan is one of the most important partners of Kazakhstan. We are interested in bilateral cooperation in the development of tourism relations along with a number of other areas between our countries, especially tourism to Uzbekistan’s ancient cities such as Tashkent, Samarqand, Bukhara, Khiva and Shahrizabz. This session of the commission was a good opportunity to discuss the issues of further stepping up the two countries’ cooperation and implementing promising joint projects,” says Marat Igaliyev, director of the tourism department of the Ministry of Investment and Development of Kazakhstan.
The members of Kazakhstan’s delegation were acquainted with the results of economic reforms being implemented in Uzbekistan, conditions being created for the attraction of foreign investments to the country’s economy, the country’s export potential and possibilities in its industrial zones. It is necessary to make complete use of the existing possibilities for the further intensification of the bilateral relations, the sides’ said. It was also said that further raising the volume of bilateral trade and expanding cooperation in such areas as trade, the economic sphere, transport and energy were of benefit to both Uzbekistan and Kazakhstan.
“In the year 2016, the Uzagroexport joint-stock company and its partners in Kazakhstan established Central Asia’s Trading House in the city of Astana,” says the director general of the trading house, Alisher Mahmudov.
During the session, there was discussion about further raising the volume of bilateral trade and expanding its scope and about issues of developing relations in such spheres as customs, oil and gas, the cultural and humanitarian area and environmental protection and drawing up and implementing mutually advantageous projects together.
During the intergovernmental commission’s session, documents were signed on further developing the two countries’ cooperation in various areas.
The members of Kazakhstan’s delegation familiarized themselves with the work of a number of industrial enterprises in this country.

Uzbekistan Development Strategy: Mobilizing Creative Potential
In accordance with the resolution of the head of state for the realization of the Strategy for Actions on five priority areas for the development of Uzbekistan in the years 2017-2021, the Center of Strategy Development has been created at the initiative of public and state organizations in Tashkent.
The adoption of the Strategy for Actions is one of the most significant events in the political life of the country. Uzbekistan reached to all-new level of advancement, as the only developed countries can afford a long-term strategic planning. Such instruments are not available to countries that have serious problems in the national economy, ensuring the security where there is no effective dialogue between different social groups. Our republic confidently entered into the number of the leaders of regional development and is moving rapidly towards the developed democratic states. The achievements of Uzbekistan caused the urgent need for the adoption of a document that defines medium-term development strategy.
It should be noted that the public, expert community, academia, civil society organizations were actively involved in the process on a broad discussion of the Strategy for Actions on five priority areas of the development of the Republic Uzbekistan in 2017-2021 initiated by the President of Uzbekistan Shavkat Mirziyoyev.
The provisions related to securing of human interests which were stated in the pre-election program, as well as the keynote speech of the head of state at the festive meeting dedicated to the 24th anniversary of the Constitution, addresses at the joint sessions of the Oliy Majlis, the extended session of the Cabinet of Ministers consisted the basis of this policy document.
The discussion of the unique document in the history of the independent Republic was organized with the use of mechanisms to ensure the genuine will of the people, and was conducted under the unprecedented activity of the general public, representatives of ministries and departments, as well as international organizations and foreign experts.
The Strategy for Actions was actively discussed at the media week organized by the National Association of Electronic Mass Media (NAEMM) together with the parliament, ministries and other government agencies, non-government media. It was widely covered on the pages of 25 national periodicals and in regional newspapers, 40 domestic and foreign Internet resources, more than 40 TV channels of the country, about 20 radio channels, as well as in social networks.
It should be highlighted that the media week of the NAEMM which caused a wide public response, was the continuation of the ongoing work of the Press Club that acquired reputation during last year’s presidential elections.
The text of the document was posted on the internet for the view of all interested persons. At the same time everyone can give their comments and suggestions as a means of electronic appeals, and also directly participating in the numerous events on its discussion.
More than 1.3 thousand views and suggestions received on the state portal, as well as many others sent to the public authorities allowed revealing citizens’ opinions on the situation in different spheres of social life, finding rational solutions for topical issues and supplementing additions to the provisions of the Strategy fully meeting the people’s actual needs.
The results of the conducted events and the proposals received from the public were taken into account and included in the Strategy for Actions on five priority areas of the development of the Republic Uzbekistan in 2017-2021 and the State program for its realization in the Year of dialogue with the people and human interests. This document, in fact, became a “road map” of reforming and modernizing the country for the next five years.
The creation of the Development Strategy Center provides the following objectives: consolidation of efforts for the effective organization of expert and public discussion, and a comprehensive elaboration and realization of measures stipulated by the Strategy for Actions on the five priority areas of the development of the Republic of Uzbekistan in 2017-2021, as well as the active involvement of representatives of civil society, experts and scientists in the democratization and modernization processes of the country.
Having the status of non-governmental non-profit organization, the Center has been founded by the Independent Institute for Monitoring the Formation of Civil Society, the Institute for Monitoring the Current Legislation under the President of the Republic of Uzbekistan, the Chamber of Commerce, the Chamber of Lawyers of Uzbekistan, the Academy of Public Administration under the President of the Republic of Uzbekistan, the National Association of Electronic Mass Media , the National Association of NGOs of Uzbekistan.
Akmal Burkhanov was assigned as an executive director of the Development Strategy Center (as a volunteer). He is a deputy of the Legislative Chamber of Oliy Majlis, has considerable experience in the legal and educational fields, as well as international projects. He is a graduate of a Japanese university, and had served as an executive director of the representative office of Nagoya University in Uzbekistan for some time.
The mission of the center is to support information-analytical maintenance for measures provided by the Strategy, study foreign experience, assessments of international organizations and experts for the events carried out within the framework of this document, organize a broad expert and public discussion on them.
The study of foreign experience is very significant, because each of the five areas has several aspects, including international. And it will be difficult to execute them without international cooperation. No coincidence that many international organizations have expressed willingness to support our country in this.
The center also puts forward reasonable proposals for the effective realization of the Strategy for Actions, including preparation of draft laws, regulations and other acts stipulated by the State Program, establishes cooperation with international organizations, research, information-analytical and educational institutions.
Its function includes assisting in the drafting of the annual program on the Strategy for Actions, implementation of a systemic public monitoring over the course of its realization and widespread informing this, study of the opinions and suggestions of the population, development of proposals on them.
Technical assistance funds, grants of international and domestic organizations allocated to NGOs, funds of ministries and departments for carrying out studies and analyzes, and others are the financing sources of the center.
It was approved the Coordinating Council on assisting the activities of the center which will ensure its effective interaction with state bodies and provide all-round support in the execution of its tasks.
… The Strategy for Actions is a tool for building our future. It is necessary to stimulate a permanent and sustainable development of the state and society. There were taken into account all the opportunities, offered national and local aims and objectives up to the level of local communities. It is important that it is able to mobilize national creative potential and increase the responsibility of the people to achieve their goals, motivate and coordinate personal and collective efforts.
Reaching a national consensus on the adoption of the Strategy determining long-term priorities, ways and methods of their implementation, will allow Uzbekistan to achieve new heights in its advancement, to create the best conditions for the life quality of the people.

Bukhara to host Silk and Species May 26-28
Bukhara will host 16th Silk and Species, an annual food fair, on May 26-28, for local and foreign businessmen and specialists to exhibit their products.
Craftsmen will hold workshops and exhibit Uzbek trades, including rug weaving, pottery, and smithing.
The fair will also include national games: sheep and cockfights, ropewalking, and others.
The pilaf festival will bring together the best cooks from across the country to compete in the art of pilaf-making.
Kamolot, a public youth movement, and Khunarmand, the Craftsmen Association, plan to organise an atlas and adras fashion show by leading young designers.
The fair will include various concerts, among them a gala concert featuring famous and emerging artists.
