President of Uzbekistan signs Law “On counteraction to corruption”
On January 3, the President of Uzbekistan Shavkat Mirziyoev signed the law “On counteraction to corruption”.
The document was adopted by the Legislative Chamber on November 24 and was approved by Senate on December 13, 2016.
The Legal act was introduced to the Legislative Chamber of the Oliy Majlis by the President of the Republic of Uzbekistan.
This legal act is aimed at integrated management of legal relations in the field of fighting against corruption, improving the efficiency of anti-corruption measures implemented by public authorities, organizations and institutions of civil society, prevention of corruption in all spheres of social life, creation of intolerable situation in the society to all of its manifestations through raising the legal awareness and legal culture of citizens.
The Legal act defined basic principles and directions of the state policy on fighting against corruption, a system of authorized bodies, mechanisms and focus on issues of participation of civil self-government bodies, civil society, media and citizens, as well as international cooperation in this field.
Establishing of the interdepartmental commission on fighting against corruption including representatives of the public associations, businessmen and other civil societies are stipulated by the law. The main tasks of the Interdepartmental commission are:
organization of development and realization of state and other programs in the field of anti-corruption;
coordination of activities and providing cooperation of authorities and organizations, which execute and participate on fighting against corruption;
organization of development and implementation of actions to enhance the legal awareness and legal culture, the formation of social tolerance for corruption;
raising the effectiveness of actions for the prevention, detection, suppression of corruption offenses, elimination of their consequences, as well as the causes and conditions that contribute to them;
collection and analyzing the status information and tendency of corruption;
monitoring the implementation of anti-corruption actions, assessment of the effectiveness of existing organizational and practical and legal mechanisms in this field;
preparation of proposals on improvement of legislation on fighting against corruption and improving the work in this area;
coordination of activity of territorial interdepartmental commissions.
This legal act is aimed at protection of private property rights against illegal encroachments businesses, unreasonable interference in their activities. The law will contribute to the growth of business activity and improve the country’s investment attractiveness, as well as strengthen the legal guarantees protecting the rights and freedoms of citizens.

The Uzbek-South Korean joint venture O’zErae Climate Control has mastered the production of heating radiators for the Russian UAZ Patriot
“The partnership agreement with Russia was signed in July 2016. Since that time, 15,300 radiators have been produced and exported to Russia. The company has produced products for a total of more than 21.7 billion (currency rates of CB RU from 06.01.2017, 1$= 3239.62 soums)” said the Director General Nodirjon Ahmedov.
The joint venture was founded in 2010 on the basis of an inactive dyeing and finishing mill of the cotton plant. Through the $22.5 million bank loan, the facilities were renovated, modern high-tech equipment by South Korean, Japanese and Chinese manufacturers was delivered and installed.
Today, the company produces more than 40 kinds of components for Spark, Matiz, Damas, Nexia, Aveo, Lacetti, Cobalt cars.
Uzbekistan has been paying close attention to the full-fledged domestic car production through intensive localization processes. Domestic companies have already established the production of nearly 1,000 cars parts and components. Several dozens of investment projects are currently underway in this direction. The businesses that are involved in the Program of Production Localization are provided with the most favorable conditions, significant tax and customs privileges.

Uzbekistan adopts programme on development of textile and sewing-knitting industries
A programe of measures on further development of textile and sewing-knitting industries for 2017-2019 was adopted in Uzbekistan.
The document envisages implementation of 132 investment projects on production of ready export-oriented textile and sewing-knitting products with high added value on the base of deepening of processing of cotton yarn and raw silk in next three years.
According to the Central Bank of Uzbekistan, it is planned to direct over US$2.2 billion. The commercial banks will participate in financing the projects, including via participation in the equity of the companies, providing loans, etc.
Implementation of the programme will allow to diversify and develop textile and sewing-knitting industries, expand production of competitive and export-oriented ready products.
The programme also envisages attraction of foreign investments to the industries.

Heads of Uzbekistan and Korea hold telephone conversation
On 5 January, the President of the Republic of Uzbekistan Shavkat Mirziyoev held a telephone conversation with the Acting President of the Republic of Korea Hwang Kyo-ahn at the initiative of the Korean side.
Hwang Kyo-ahn congratulated Shavkat Mirziyoev with a convincing victory in the December 2016 presidential elections.
The two sides exchanged warm greetings on the auspicious date in the history of bilateral cooperation – the 25th anniversary of the establishment of diplomatic relations between the Republic of Uzbekistan and the Republic of Korea.
The heads of states with great satisfaction noted the high level of mutual trust, openness and understanding between the two countries, which serves as a basis for the comprehensive expansion of cooperation in political, trade-economic, financial, technical, investment, cultural and humanitarian fields.
They emphasized the particular importance of the large-scale project of Ustyurt gas chemical complex on the base of Surgil field, the official ceremony to mark the completion of which took place in May 2016 with the participation of Shavkat Mirziyoev and Hwang Kyo-ahn. The leader of Uzbekistan highly appreciated the personal contribution of the Acting President of the Republic of Korea in the implementation of multifaceted cooperation between the two countries.
During the substantive exchange of views on the prospects of Uzbek-Korean relations, the parties expressed mutual interest in expanding the number of joint high-tech projects in various fields.
In anticipation of the upcoming 80-anniversary of Korean Diaspora living in Uzbekistan, the sides emphasized their in the strengthening of friendly relations between the two countries and spoke about the need for early completion of the House of Korean culture and art in Tashkent.
Shavkat Mirziyoev and Hwang Kyo-ahn reaffirmed their commitment to the principles of the Joint Declaration on strategic partnership, signed in 2006, and stressed the importance of its further replenishment with qualitatively new content taking into account the existing considerable potential.
Shavkat Mirziyoev expressed Hwang Kyo-ahn and the people of the Republic of Korea the best wishes of wellbeing and prosperity in the New Year.
In turn, Hwang Kyo-ahn sincerely wished Shavkat Mirziyoev great success and achievements in his responsible state activities, and the people of Uzbekistan – peace and progress.
